Theodore Hoffman pretended to be a professor and gave a lecture in Prague in 2099. In reality, he was not from Earth, and his people hoped to take advantage of the chaos that would be caused on Earth after its scientists added a leap second to the end of the year. The Fifth Doctor and Techu prevented him from carrying out his plan. (PROSE: Leap Second)
