Tulun was The Eleven's principle private secretary, and as such he knew how to talk to specific incarnation of the Eleven, such as asking the Four about a speech, The Seven for security advise, and telling the Six about a change to the breakfast menu. He tried to resist the effects of the Elevation. He told Miskavel about the mortality rate of the elevation process. The geminus personality told the Sixth Doctor of the Eleven's plans.
