Commander Vrail was a Time Lord with the Interior Defence Unit. When Lady Livia arrived at the CIA, Coordinator Romana expected her to have Vrail in her TARDIS with a staser, ready to assassinate her. Vrail and Director Mantus took Romana to the cells after her attempted assassination of President Rassilon. Mantus forced her and Narvin to leave the planet in a TARDIS. After they dematerialised, Mantus ordered Vrail to give him his staser, which he complied with. Mantus then shot Vrail with his own weapon, intending to frame Romana for the crime so that she could never return to Gallifrey. (AUDIO: Assassins)
