13th Avenue was a street in New York City.
In 1985, Romana II and the Fourth Doctor approached Mrs Oppenheimer-Mason near Clooneys Department Store at 1313 13th Avenue. (COMIC: Time Lady of Means)

The 13th Avenue in Manhattan did not exist anymore by 1985. Another 13th Avenue exists in Brooklyn but the establishing frame of the story shows Manhattan. Thus, it is not immediately clear whether the author used an invented street or meant one of these two. The number can be simply an homage to the Thirteenth Doctor.
