Accelerated temporal progression, (COMIC: The World Shapers) more commonly time acceleration, was a temporal phenomenon produced by different technologies.

The First Doctor noted to Ian Chesterton and Barbara Wright that a reversal of time acceleration occurred at the inner door which led to the fourth dimensional control room of the TARDIS, explaining how it was bigger on the inside. (COMIC: The Secrets of the Tardis)

The technology of the worldshapers was used to artificially accelerate time and cause rapid environmental changes on uninhabited worlds. Such technology was banished, but was criminally employed on inhabited planets by the Voords on Marinus.
