The Admiral was a Dalek that led the Daleks's mission to locate the Ourashima on Uzmal during the Last Great Time War. (AUDIO: Jonah)

During the Last Great Time War, the Daleks learnt of the myth of the Ourashima after interrogating the Twelve on Sangrey, (AUDIO: In the Garden of Death) who had visited the planet it was supposedly based on, Uzmal, in a previous incarnation. After the Daleks ravaged Uzmal, the Admiral commandeered a Class 1 Dalek battle sub on a mission to locate the Ourashima and destroy the Bloodhound and the Peacemaker, a pair of submarines allied with the Time Lords attempting to locate the Ourashima before the Daleks.

Unable to use energy weapons in Uzmal's oceans due to its nature as a shield exuded by the Ourashima, the Admiral ordered dozens of Daleks to fire themselves at the Bloodhound before self-destructing to destroy it, although the Bloodhound ultimately survived the attack. Later, after the Daleks activated a mind probe on the Twelve to confirm that the Ourashima existed, the Admiral ordered a subordinate Dalek to identify an unknown signal, only for the Ourashima to kill the Dalek and reveal itself. The Admiral confronted the Ourashima and attempted to subdue it to the Daleks; when the Ourashima proved too powerful for them to be controlled, the Admiral, in a state of panic, ordered all Daleks on Uzmal, including itself, to fire themselves at the Ourashima and self-destruct in a desperate attempt to stop the Time Lords seizing control of it. Unlike most Daleks, the Admiral spoke with a low-pitched, whisper-like voice, (AUDIO: Jonah) although when panicked its voice became reminiscent of the low-pitched voices often exhibited by Supreme Daleks. (TV: The Stolen Earth et al) Despite its seemingly calm personality, the Admiral was merciless, even to its subordinate Daleks, ordering them to sacrifice themselves to destroy their enemies without hesitation. It could also exhibit impatience, such as when a subordinate Dalek was unable to identify a communication from the Ourashima, or when the Ourashima seemed to threaten the Daleks and speak in a nonsensical manner. However, the Admiral could also exhibit strong levels of fear, as it did when the Ourashima did not submit to Dalek control; this fear was so great that the Admiral willingly sacrificed itself and all the other Daleks on Uzmal without hesitation, if doing so could potentially stop the Time Lords from using the Ourashima to win the Last Great Time War.
