Alison Hayes worked for an agency with ties to the European government in the 22nd century. Her colleague, Ted Matlock, summoned the Second Doctor to the Hotel Galaxian in 2136, but was subsequently killed by a weapon developed by Dorothy and Neville Adler. Hayes and Matlock had been sent by their agency to intervene in a weapons deal between the Adlers and the Selachians.
Hayes killed Neville Adler when she encountered him, attempting to avoid an attack from him. She was subsequently killed on the by the Selachians. (PROSE: The Murder Game)
