Colonel Andrews was a soldier. Due to Professor Kelly's time travel experiments, versions of him from multiple timeline began appearing in London. After the First Doctor went back and stopped Kelly's research, whether the different Andrewses returned to their original timelines or ceased to exist was unknown. (PROSE: The Time Travellers)
