Anne Carruthers was the wife of Victorian politician Sir Reginald Carruthers, and the mother of Thomas Carruthers. After her husband's brutal murder at the hands of Ned Hines in 1885, Anne refused to see anyone under any circumstances; as a result, the Time Lord Rollo and his companions, who were investigating the matter in connection with reports of anachronistic technology in Victorian London, never got to meet her, instead interviewing Thomas.
