Colonel Ashe was a Russian agent.
He was sent to bring the Third Doctor back to Russia. He pretended to be a UNIT soldier who was taking the Doctor and Jo Grant to see the Brigadier. The Doctor saw through the ruse and managed to knock Ashe unconscious before the Brigadier arrived to rescue them. (COMIC: Target Practice)
