August Frazer was a property tycoon. He wanted to take over Suzanne Clare's businesses. He wanted a specific piece of technology that she owned. He worked out that Toby Kinsella was undercover and questioning him. He wanted to take control of Counter-Measures. He wanted to take them out as the computers that they had could eventually unravel his tax returns and he would be found out. He was later transmatted into a quantum entangler with Flare by Bernard and the request of Gilmore. (AUDIO: My Enemy's Enemy)
