Baker was one of the rebels of London opposed to the Daleks during their ten-year occupation of Earth.

After the Daleks issued an ultimatum to the rebels, Baker was part of the discussion surrounding a planned attack on Chelsea Heliport, telling Dortmun that they would be killed before throwing the bombs and that, once they had lost the element of surprise, they would be cornered. This prompted Barbara Wright to suggest that some of the rebels could disguise themselves as Robomen.
Baker was among those who disguised themselves as Robomen and was the one to give them away, telling a Dalek, when asked, that the prisoners had come from Sector 4. During the ensuing fight, Baker got aboard the Daleks' flying saucer and helped Carl Tyler unfasten the clamps on the First Doctor. With Tyler unable to bring him around, Baker carried the unconscious Doctor off of the saucer.
Baker decided to flee London for the Cornish coast due to it being mostly abandoned, going on his own to avoid being spotted and captured. Before leaving, he followed David Campbell and Susan Foreman and told them that the Doctor should soon be recovering from the Daleks' drugs. Initially refusing a flask of and a packet of food from David, Baker took them and left, but was immediately seen by two Daleks.
