Bastic was a material. Bastic bullets were fitted with heads of bastic. Daleks were initially vulnerable to such weaponry, (TV: Revelation of the Daleks) but eventually advanced to resist them. (PROSE: Prisoner of the Daleks, TV: The Parting of the Ways)
