Baylor was a Central Intelligence Agency agent working with Allen Shapiro in 2011. He thought that Brian Friedkin was there because he was the head of Rex Matheson's division. He was told not to leave Jack Harkness and Gwen Cooper alone. He then helped to investigate Angelo Colasanto's death. (TV: End of the Road)
