Belkeli was a priestess of Ishtar in Kish. In 2700 BC, En-Gula witnessed Ishtar mentally enslave her and was greatly upset when she spoke with her the next day and found her behaviour had altered. Belkeli later reported this to Ninani. (PROSE: Timewyrm: Genesys)
