Belle Epoch
Belle Epoch was the landlady of the Stagnant Pond.

As a girl, Belle ate jellied eels at Margate Pier. She owned the Stagnant Pond during the Great Fire of London, after which "something happened" and the pub ended up wandering through time with Belle and the regulars inside. Eventually, a woman anchored the pub with the Parnaeum, allowing the pub to return to London periodically, although those within had to ensure that they returned to the pub so that time would not "catch up" with them.
Belle was an acquaintance of Norton Folgate's and, in the 1950s, told him that the Stagnant Pond gang were planning on intercepting Konstantin Gregor's package. He blackmailed her into going to Margate Pier with him so that he could get the package for Torchwood One, but Konstantin had become a mushroom creature and the package had been taken. Norton killed the creature, unaware that it was Konstantin, and Belle went in search of him.
When Norton took Andy Davidson and Gideon Lyme to the Stagnant Pond, Belle agreed to look after them in return for money and influence. She later found them in the cellar and told them to leave the Parnaeum alone, but Lyme was able to get through the paradox shield and he and Andy used it to power their vortex manipulator. They then left with the Parnaeum, destroying the pub and killing all those inside. (AUDIO: Parasite)
