Colonel Benjamin McNamara was an Earth Forces military officer in the 22nd century. He was the head of the Professionals programme on Mars.
After the Eighth Doctor broke his own conditioning, he went to McNamara and erased the prior four years of experience from his mind, ending the programme. (PROSE: Fear Itself)
