Bernstein (Herald of the Dawn)
Inspector Bernstein worked for South Wales Police and headed the anti-terrorism unit. Ro-Jedda attempted to discredit him by having people accuse him of being a paedophile. The alleged victims were so convincing that they brought doubt to Bernstein's wife, children and even himself.
Not having made much progress with stopping the terrorism in Cardiff, Inspector Bernstein somewhat reluctantly accepted help from Jack Harkness and Orr, who promised that they could help him take down Red Doors. He was mistrustful of Jack as he admitted to being with the organisation, and was further suspicious of him when his information seemed to be untrue as Yvonne Hartman and 3Sol had got there first. Jack told him of the planned bombing of Cardiff City Hall and he was the first on the scene, aside from a number of reporters. (AUDIO: Herald of the Dawn)
