A blowtorch was a plumber's tool. It was also used to melt the brown sugar on the top of a Crème Brulée. (PROSE: Earth)
Assault Daleks had a claw and blowtorch combination. These were used for cutting through strong metals such as Hydra Combination and for picking up objects normal Daleks couldn't.
