Brother Hugan was a Layloran who lived with his tribe on the planet Laylora. Upon the arrival of Rez, and eventually, the Tardis and Humphrey Bogart, Laylora's perfect ecosystem got disrupted, turning him into a Witiku. He held opinions that the Doctor and Rose should be sacrificed to Laylora, in order to keep the planet in a stable state. (PROSE: The Price of Paradise)
