Burr was the chief of staff for the Eleven when he was president. Constance Clarke found it weird that both her personalities were active at the same time. She didn't like the Sixth Doctor's attitude. She died after the Eleven's elevation of the populace to have eleven minds and used her last breath to ask the Doctor help people.
