The Capitol prison facility was the highest security penitentiary on Gallifrey. Off-worlders awaiting trial, such as the Kabali, the Soulbleeders of Grick and Niv Debner and his Temporal Marauders, were imprisoned on Level 5 and the encryption sequence implemented during Flavia's presidency was based on Gilgamel's ratio.
Kiani wrote her first year dissertation, Imprisonment Post-Shada: Punishment or Parole, on the facility.
The Eleven was kept there in stasis following his capture by the Seventh Doctor until his escape during Kiani's interview. The room in which he was interviewed had a five level security lock on the inner and outer cell doors and was phased from Gallifreyan Mean Time by 0.35 seconds. (AUDIO: The Eleven)
