The Carnival of Curiosities was a show found amongst the frost fair during the 19th century.
It was once infiltrated by an inter-galactic businessman known as Orestes Milton, who was preparing to sell weapons for use in wars across the Universe. Having escaped from the Shadow Proclamation, Milton set up an operation in London in order to create weapons out of people. In particular he weaponised ringmaster David Rutherford, shadow performer Silhouette, and master of ceremonies Alfie.
The Twelfth Doctor foiled his plan to hypnotise civilians to become emotionally angry by creating a performance of a lifetime at the Carnival to enforce a positive atmosphere. (PROSE: Silhouette)
