I think we can use Category:Wheelchair users, more simply, without failing T:CAT NAME. The thing is that T:OVER-CAT already explains not to put, say, Sarah Jane Smith in Category:Musicians for picking up a guitar one time, without training. By this logic, "Wheelchair users" isn't "anyone who's ever sat in a wheelchair". Instead, anyone who's required a wheelchair and has used one (even short-term) would qualify.
If anything, "wheelchair users" is more specific, since many people have required wheelchairs without actually having access to necessary resources/technology.
Providing no one objects, this seems to be a better application of policy than the current name.
