Cire was an administrator at Stormcage Containment Facility in the 52nd century. The Third Doctor made repeated calls from his exile on Earth to check in with Cire when the Master was imprisoned, much to Cire's annoyance. He later allowed Missy to visit the Master when she spoke to him, claiming to be the Doctor, now calling herself "Doctor Who." (COMIC: The Master Plan)
