The Codal Office on Gallifrey was in charge of rectifying changes to the timelines. They had authority to use any means necessary in order to isolate and contain "time infringements", including vaporisation as a "quick execution".

The Fourth Doctor recalled having once been the subject of a Codal Inquest, resulting in his regeneration and exile from Gallifrey, (AUDIO: Blood of the Time Lords) referring to the Second Doctor's trial for breaking the Time Lords' non-interference policy. (TV: The War Games)

Following protocol, Ansillon, the Provost of the Recusary, called in the Codal Office when the Fourth Doctor was suspected of murder, abduction and arson, and admitted under the (compromised) time winds that he intended to destroy the cosmos.

Though this was soon cleared up, Codal Thark of the Codal Office later arrived with reinforcements, and attempted to incriminate the "transgressor", while refusing to hear about the "change of circumstances" when the Provost attempted to explain. (AUDIO: Blood of the Time Lords)
