The Cowper Key was a tool that Agnes Havisham was given as Torchwood Assessor which could shut down a Torchwood branch. Jack Harkness didn't know what it did, but suspected it disabled all their computer systems until Torchwood One could send someone to replace the employees. (PROSE: Risk Assessment)
