The criminal was a fictional character in The Silver Bullet.
He was working in a criminal gang in Blood River City. The criminal and another gang member caught a female reporter who was trying to find out more about an assassination attempt. The criminal threatened the reporter and told her that his boss would take care of her. When she replied that her editor knew where she was, he didn't take this seriously. He was stopped by the Silver Bullet before he could hurt the reporter. (COMIC: The Silver Bullet)
