The Curia of Nineteen were Vortex Dwellers known to the Time Lords. They lived in their own Realm and gathered in the Palace of Equilibrium. When they believed Lord Roche threatened their Realm's existence, they sent two Furies to assassinate him. (PROSE: The Suns of Caresh)
