A Cyber-Leader was the leader of a CyberNeomorph unit that were active on Earth in 1992. He knew of Project Cerberus and told Lewis Price about this. By this time his plans were near completion. He knew of the humans need for water. He had Daniel Hopkins placed under cyber control as a sleeper agent. He planned to use their dehydration technology on key human sites across the globe and then bribe the world to become a cyber world. (AUDIO: Hour of the Cybermen)
