Cyber-Leader 1 was a Cyber-Leader who commanded a Cyber-ship in the Seventh Cyber-Fleet.

Cyber-Leader 1 led its crew of CyberNeomorphs in an attack on a cruiser, killing half of the cruiser's crew and capturing the rest for cyber-conversion. When a Cyberman reported to Cyber-Leader 1 that the conversions of the surviving crew members had reached 78%, Cyber-Leader 1 prepared to report their progress to New Mondas, before the Daleks suddenly launched an attack on the Cyber-ship. Shortly after, Cyber-Leader 1 was exterminated by a pair of Silver Daleks who broke into the Cyber-ship's conversion chamber. (COMIC: Cyber Crisis)

- For unknown reasons, despite its rank, Cyber-Leader 1 lacks the signature black side handles on its Cyber-helmet that are commonly possessed by Neomorph Cyber-Leaders. This is most likely a colouring error.
