The Cyber Files were the files collected by Palmac and Jolennon of the Celestial Intervention Agency on the subject of the Cybermen from what they could recover from the Matrix. They included a fragmentary history of the Cybermen, reports relating to the temporally-anomalous nature of Mondas, and biodata extracts on multiple individuals who had come into contact with the Cybermen over the years and could be tracked down for further questioning as needed, from Time Lords like Kelly and the Doctor to humans such as Zoe Herriot.
