The Cyrene were a species who were at war with the Xhosa for centuries. The Thane was a result of their genetic technology, as were the gene-spliced shapeshifters the Khamirae, who were manufactured solely for the war. When an accord was reached between the Cyrene and the Xhosa, it was seen as immoral to cull the Khamirae, so the Khamirae had their minds wiped and were placed on a terraformed backwater planet.
