The twenty-third issue of the Doctor Who DVD Files - "The Ultimate Build-up Doctor Who Encyclopaedia" had a cover date of 18 November 2009.

Each issue came with a DVD release covering two episodes.
Reversible DVD sleeves enabled the collector to display one of two designs featuring either the Doctor and his enemies or his companions.
"The Ood were nothing without us, just animals roaming around on the ice."
Arriving on the Ood-Sphere, the Doctor and Donna stumble on a dying Ood. Recognising its red eyes as something to be cautious of, the Doctor decides to investigate what's going on. Will his discovery of commercial corruption reveal exactly how the Ood became enslaved?
"There is an enemy of the Sontarans known as the Doctor. A facechanger."
When they last saw each other, Martha Jones promised she would call the Doctor if she needed him and, true to her word, she does. Very soon the Doctor and Donna are working with UNIT to investigate ATMOS, not realising that child genius Luke Rattigan has teamed up with an old enemy of the Doctor's to produce the advanced technology...
