The Damascus project was a secret project set up by Prime Minister Jeremy Thorpe, despite the Third Doctor's objections. (AUDIO: Damascus) It was located in a secret facility beneath Regent's Park.

The project exploited Lila's father, an alien fugitive from Augustine's World, and eventually stole his technology including a listlessness field and a device to warp time which he'd designed for his daughter in case she needed to escape Earth.

After her father passed away, the Mileu came to Earth in search of Lila, prompting her to activate the listlessness field, which put the entire UK in a trance-like state, so she could enter the Damascus project. With the help of Liv Chenka, who had been given cryptic directions to the project by the Eighth Doctor, she successfully found it. As she prepared to use it, (AUDIO: The World Beyond the Trees) Jeremy called the project from UNIT HQ, having been unaffected by the field due to proximity to a device sent to the Third Doctor (AUDIO: Damascus) by the Eighth Doctor. Lila told him she hoped the incident taught him a lesson about taking what didn't belong to him and then used her father's device to leave Earth. As the field dissipated, Liv escaped the project as the soldiers inside began to wake up. (AUDIO: The World Beyond the Trees)

After the Third Doctor saw off the Mileu with the device, which he had deduced could strengthen the field to affect the aliens, Jeremy confessed to the Doctor that the Damascus project was still operating. (AUDIO: Damascus)
