Domecq was a representative of Earth Central sent to Ceres Alpha to see the psychic children that had developed on the planet. When he arrived on Ceres Alpha, he found that the Eighth Doctor had been masquerading as him, and informed Gaskill Tyran of this. (PROSE: Dark Progeny)
