Don Chaney
Don Chaney was a boss of a crime ring in New York City in 1938. He suffered a facial disfigurement that apparently blew his nose off his face, leading others to nickname him "the Phantom". He found some extraterrestrial guns, and planned on selling them to the highest bidder, although he made it clear that his goal was for that bidder to be the CIA and refused to make an offer to the Nazis. One of his minions, Mouse, was selling them behind his back so he had him killed. He then had the Eighth Doctor and Glory Bee kidnapped and taken to his lair in the Brooklyn Bridge. They escaped, but then the rightful owners of the guns, the Laiderplacker, arrived. When the Laiderplacker formed an alliance with rival crime boss Cosmo Devine, Chaney took the Doctor and Charley to CBS so the Doctor could make a new broadcast and trick the Laiderplacker into leaving Earth.
