Douglas Bell

Douglas Bell was a vicar and Katy Bell's father.
He preached to the locals that evil should be outcast. He owned a book by George Litefoot. He helped the Sixth Doctor to find information on how to defeat the witches, told the Doctor that he didn't fail because he had saved the world and that he didn't blame the Doctor for Katy's death.
