Lord Dowtroyal was a member of the Court of Principals on ancient Gallifrey. He brought petitions to the 508th Pythia during the final year of her reign. After the Pythia killed herself, Dowtroyal suspected that her successor would be Rassilon. (PROSE: Cat's Cradle: Time's Crucible)
