Dulcia Joliff was an inhabitant of Olleril.
Madame Guralza gave Bernice Summerfield an access wafer belonging to Joliff so she and the Seventh Doctor could explore Olleril to find Ace. She advised Benny not to think about what happened to the original owner. When she used the wafer, though, the ruse was uncovered as Joliff was six stone heavier and a different skin colour than Benny. (PROSE: Tragedy Day)
