Dumuzi was the High Priest of Ishtar in Kish. When he discovered Qataka in the wilderness outside the city in 2700 BC, she, while posing as his goddess, mentally enslaved him. Using him as her spokesman, she took over the temple and was soon virtually ruler of the Kish. After weeks under her control, during which he struggled vainly against her, Dumuzi was killed by Ishtar during a confrontation with the Seventh Doctor as a demonstration of her power.
