Dwarf Mordant was a strange salesman who attacked Tranquela and wanted to sell a cure to them. He once gave the Sixth Doctor a holiday ball. He only gave him and other Time Lords the balls so he could track them and not to interfere in his plans. His weapon of choice on Tranquelans was a hate gun. The Doctor convinced him to stop his plans and creating a peace ray. This was because his spying on the Time Lords could result in his genes being altered and this version of him not existing.
