The Earth cruiser captain was the ranking officer of Earth Empire battle cruiser X-29 in 2540.

The captain apprehended the Third Doctor and the Draconian prince who were in the Earth police ship, 2390, which had earlier been stolen by the Master.
When the Doctor tried to convince the captain to go after the Master, who was fleeing the vicinity in a different vessel, the captain refused. Instead, he brought the Doctor and the Prince back to Earth, to let Earth Security deal with them. (TV: Frontier in Space)
