Eileen Nelthorpe was the head of the local council. She charged Mary Sissinghurst of being a Witch. She provided the Sixth Doctor with the book of spells. She threatened the Carrionites by calling in the Army. She told the Doctor about the mysterious circumstance that the other councillors had disappeared.
