The Elementals were manifestations of Galah's TARDIS. When the Seventh Doctor, Bernice Summerfield and Ace arrived in the peaceful reality that Galah had created inside her TARDIS, their presence disrupted it and the Elementals and The Quack where created by her TARDIS trouble-shooting program to assimilate the discordant elements.
