Exterminator Dalek
According to the Celestial Intervention Agency researcher Professor Qualenawtivanatstech, the Exterminator Daleks, or Exterminators, were a dissident faction of Daleks who stayed behind on Skaro when the Golden Emperor and his newly-built fleet first set out to create an expansionist, spacefaring Empire.
They believed that the Daleks must first focus on completely exterminating the Thals on their own planet before they turned their views to other worlds. The Exterminators had a Dalek Emperor of their own, who took up residence in a static casing in the Dalek City. The Exterminators had many early successes hunting down the disorganised, nomadic Thal survivors, to the point that they grew complacent and underestimated their foes. Ultimately, after years of no serious opposition, a small Thal commando managed to infiltrate the City and exterminate the Exterminators and their Emperor. (PROSE: The Dalek Problem) The Eighth Doctor knew that the Daleks left on Skaro after the main Dalek Fleet left the planet had tried to create a small Empire of their own, believing it to be contemporaneous to the auction on the Relic. - A schism in the early Dalek Empire was proposed in some reference books as an explanation for why the primitive Daleks in The Daleks appear not to possess space travel even though the Daleks comic series presents a smooth transition from the construction of the Dalek City to the development of the Dalek Fleet. The Exterminator Daleks may be those Daleks. However, there exist issues with this idea; the Daleks in The Daleks seem unfamiliar with the sheer possibility of there being life on other planets (which is inconsistent witht he idea that there already existed space-faring Daleks at that point), and they also appear surprised to learn that any Thals survived the neutronic war, unlike the Exterminators who had wiped out many Thal tribes before their destruction during a Thal assault on the City.
