A foreman was the leader of a group of workers who were building a space cannon for their human clients.
The foreman met Steven Taylor and Vicki when the First Doctor's TARDIS materialised inside the cannon. He showed them that a ship was approaching, and Steven assumed it contained the workers' enemies. He and Vicki helped them complete the weapon. (PROSE: Corridors of Power)
