Foreman for the Lost Jury questioned the Fourth Doctor after the villagers of the Witness Protection Universe tortured him. He was sent to the universe as his life was in danger. He presided over the trial of the the genocide of a race by ecological collapse after someone didn't pay a parking ticket. He was placed in the universe with the rest of the Jury so that they wouldn't be killed for convicting him and they decided not to decide and living in the universe for centuries. He showed the Doctor where the Jury room was. He was killed by the Children of Pyxis. He gave the verdict which found Skorpios guilty.
