What's the Cybermen Hierarchy? Is it:

  • Cyber-Controller
  • Cyber-leader
  • Cybermen

Or is their something else?

From what we know, yes. One of the comics stories (the Sixth Doctor/Peri/Frobisher one with different titles for different chapters), I think, mentioned and showed a Cyber-emperor,
the '60's stories The Invasion and The Wheel in Space showed a machine-like non-humanoid Cyber-Planner. not sure how that would fit into things. Spare Parts, the Mondas Cybermen origin story had a council of Cyberman leaders, though I haven't actully heard the story.
during the '80's when the Cybermen looked "military" you had a squad led by the Cyber-leader, with a Cyber-Lieutenant. Attack of the Cybermen showed these obying the Cyber-Controller.
as for the Cybus Corporation universe Cybermen it also goes Cyber-Controller>Cyber-leader>Cyberman, like you said. --***Stardizzy*** 13:15, 23 February 2007 (UTC)
Although with the death of the Cybus Cyber-Controller, the Cyber-leader apparently took first command. ~ Ghelæ -talk-contribs 15:58, 23 February 2007 (UTC)
A Cybus Cyber-Leader was not present with the Controller. He only appeared once they crossed over the void.--User:Steed 17:19, 12 June 2008 (UTC)
