Frank Shelton was an outlaw in the Indian Territory.
In 1880, when his brother Seth Shelton failed to show up, Frank and his men went looking for him. When they found Seth was detained at the wagon of United States Deputy Marshal Bass Reeves, Frank freed Seth and they waited for Reeves and his friends to return to the wagon so they could kill them. The medicine woman Totika summoned a group of Stikini to serve justice on the Sheltons, and had them rip Frank's heart from his body. (COMIC: The Parliament of Fear)
